In a world where aid budgets are shrinking and multilateralism is weakening, what does true international cooperation look like today? While many countries are shifting focus inward, Spain emerges not just as a significant donor but as a pivotal voice in global development and cooperation.

Spain's innovative approach combines legal commitments, decentralized solidarity, robust civil society involvement, feminist policies, and a human rights framework. With its 2023 cooperation law, Spain is legally committed to achieving 0.7% ODA by 2030, positioning its Master Plan as part of a wider vision for global justice. Nevertheless, this localized model raises vital questions around coordination and effectiveness.
