26ai feature: Priority Transactions

Two separate sessions. Both want to do their thing, but they are blocking each other. This is called a deadlock!
Traditionally, last session in is chosen as the victim and fails, as the database can't tell which session that is most important.
However, one of the new features in Oracle 26ai is Priority Transactions.
