Sovereignty is what the rails do when a foreign government asks. Treaties describe it. Infrastructure decides it.
DORA mandates post-quantum migration by 2030. European banks already file their DORA vulnerability assessments on the infrastructure those assessments are meant to protect against. The Utah Data Center stores everything. When quantum breaks the encryption, the roadmap to every weakness in European finance is already in American hands.
