The Philippine manufacturing sector plays a critical role in driving economic growth, employment, and industrial development. At the same time, it remains one of the country's most energy-intensive sectors, making it central to the Philippines' decarbonization and competitiveness agenda.
In recent years, the government has introduced a range of policy and market mechanisms designed to improve energy security, expand access to renewable energy, and enhance industrial competitiveness. These include the Green Energy Option Program (GEOP), Retail Competition and Open Access (RCOA), and the Retail Aggregation Program (RAP), which collectively seek to provide consumers with greater flexibility and access to cleaner energy sources.
Beyond electricity, industrial thermal energy and energy efficiency have emerged as critical but often overlooked components of industrial decarbonization. Many manufacturing facilities continue to rely on fossil fuels for process heat, while significant opportunities remain untapped in energy management, process optimization, and demand reduction.
While the policy framework and enabling mechanisms are increasingly in place, questions remain regarding implementation, accessibility, uptake, and impact. As companies navigate rising energy costs, supply chain decarbonization pressures, and growing sustainability commitments, there is a need to assess how existing policies are performing and what additional interventions are required to accelerate industrial decarbonization.
This Policy Dialogue will serve as a platform for industry, government, financiers, and technology providers to take stock of current progress, identify implementation barriers, and explore how clean electricity, clean heat, and energy efficiency can work together as an integrated "Industrial Decarbonization Stack" that supports both emissions reduction and industrial competitiveness.
