
Transaction Hub – The Road to COP31
The Transaction Hub is the proposal to solve the project bottleneck, a transaction execution mechanism submitted as a Plan to Accelerate Solutions (PAS) and anchored in the COP cycle. It brings together policy signals, offtake structures, blended finance, and risk-sharing instruments around concrete deals, serving as the vehicle that converts potential into deal flow.
Brazil's national SAF pipeline already totals around 3.9 Mt across 35 projects, but only one has reached final investment decision. The bottleneck lies in converting this potential into bankable projects, with access to markets that offer guaranteed demand and pay the real cost of this production.
The Mercosur-EU Agreement opens this door. ReFuelEU Aviation restricts bio-based feedstocks that Brazil produces at scale, such as soy and first-generation ethanol, but the growing e-fuel sub-mandates expand the market space that Brazilian synthetic routes can address. Brazil can position itself as a supplier of low-carbon e-fuels for European aviation and maritime transport, if the trade agreement is used to unlock this access.
Brazil has the conditions to become a global hub for advanced e-fuels. It is the world's 1st largest producer of soy and 2nd largest of ethanol, and operates around 228 GW of installed renewable capacity, roughly half of it hydropower. This combination of biomass, low-cost renewable electricity, and biogenic CO₂ sources allows the country to produce e-fuels not only through biofuel-derived routes but also through synthetic e-fuel routes at lower costs than the European Union and the United States.
This roundtable therefore aims to bring together those with a vision of Brazilian e-fuels' potential with those building mechanisms to finance them.
